You are looking at Play Station game Crime Killer.

This is a driving game in the same style as Carmageddon. You are a futuristic cop, apprehending criminals with various vehicles. You can operate a bike, car, or 'flying wing' and all are armed. It can be played in first or third person mode, and it supports two-player split screen multiplayer.

In the near future, the streets will be taken over by criminals, and the government-run police department is powerless in the fight against crime. That is why the URIEL consortium buys the department. URIEL gives the police department three new patrol vehicles: the turbo patrol car, the bike, and the wing. Each comes with a vast array of weapons; including a vulcan cannon, machine guns, cluster shells, and others to use on various crime fighting missions. Your job is simple: keep the streets free and clear of all criminals. If your friends start to look like the bad guys, challenge them to a holotag or weapons test match. In holotag, test your driving skills and try to collect all of the holograms scattered throughout an arena, while blowing your opponents into small pieces is the goal of the weapons test.
